34 Jedno z przedstawień w ramach festiwalu Prapremiery w Teatrze Polskim w Bydgoszczy wywołuje duże kontrowersje w kraju. Z jednej strony padają zarzuty dotyczące zbezczeszczenia flagi narodowej oraz obrazy uczuć religijnych, zaś z drugiej strony słyszymy głosy stające w obronie reżysera. Można domniemać, iż większości autorów tych drugich opinii, to przedstawienie się podoba. Czy jednak sprawiedliwe jest, aby osoby, które czują się urażone tym spektaklem, dofinansowywały go ze swoich podatków?
Wśród zadań własnych gminny znajduje się zaspokajanie zbiorowych potrzeb mieszkańców w zakresie kultury. Samorządy realizują je głównie poprzez utrzymywanie instytucji kultury, zapewniając środki finansowe na podstawowe funkcjonowanie. W związku z tym powstaje pytanie, czy wywołujące wśród mieszkańców kontrowersje spektakle, można uznać za zaspokojenie zbiorowych potrzeb wspólnoty samorządowej?
Nie znalazłem żadnej fachowej opinii, która próbowałaby znaleźć odpowiedź na to pytanie. Ciekawe stanowisko zajęło natomiast 7 maja 2014 roku Kolegium Regionalnej Izby Obrachunkowej we Wrocławiu, w sprawie wydawania przez samorządy swoich mediów. Czytamy w tej opinii:
Wspólnota samorządowa z natury swej jest różnorodna. Mieszkańcy różnią się między sobą poglądami. Ukazywanie opozycji w negatywnym świetle zaspokaja potrzeby wyłącznie ich przeciwników politycznych. Co więcej, dokonywane jest za pieniądze, które jako publiczne są pieniędzmi także tej opozycji.
W przypadku kontrowersyjnych spektakli mamy do czynienia z sytuacją, że zaspokajają one tylko potrzeby dotyczące kultury części obywateli, przy tym są odbierane jako obraźliwe przez innych. Spektakle dotowane są z pieniędzy publicznych, które należą przecież również do osób, czujących się daną sztuką zgorszeni.
Czy zatem wspieranie teatru o kontrowersyjnym repertuarze mieści się w ustawowych zadaniach gminy? Uważam, że w kwestii odpowiedzi na to pytanie, warto, aby wypowiedziała się Regionalna Izba Obrachunkowa.
